Yes, of course it's possible! Just be sure to flag permissions correctly in RDAdmin - Manage users. Choose in the user configuration which GROUPS can be managed by the user. By doing this he/she will be able to see (or not) those GROUPS in RDLibrary. Apart from that user will be able to play that
