This is clearly something wrong with my own build process, as a fresh
checkout builds fine.
I have an iRiver h300 build area, and my overnight process runs the
following tasks to build each area:
In the root dir:
svn update
In the build dir:
../tools/configure
make clean veryclean
make all

No idea about that but you might want to try Rockbox Utility -- it can
generate voice (and talk) files too.
