I did finally get around to this, and after fighting with the
largely-undocumented koji Python API, have code checked in to
https://github.com/ferdnyc/rpmfusion-f29rebuild to build the list of
rebuilds needed.
The script is running now (though the list of candidates is shrinking
before my eyes, si

written *specifically* for the task of checking builds for specific
binutils versions.
