[rt-users] Chinese tickets: body okay, subject not

We have a user sending us tickets in the Simplified Chinese charset (gb2312). The body renders fine in RT 3.4.5 (as viewed through Firefox), but the Subject seems to get munged, all we see is question marks. Is this a known bug, a feature, or do I have some parameter switched off somewhere?

Is it possible to have some sort of version control on RT attachments? i.e. If someone opens a ticket with foo.tgz as an attachment, and later in that ticket's history, another foo.tgz is attached. RT includes both attachments in the ticket, though they are dated. Normally this is okay, but if we
