It was due to an incorrect host file, so it couldn't fine the RT_URL.

I currently have user rt catching all mail for the domain and procmail running
on all incoming mail.
I recently had to change the domain name, and I can see from the logs that
procmail is functioning as expected, and calculating the correct queues, but it
looks like the task is being overwritte
Problem sorted.
For some reason I forgot to run (or assumed I had already run) ./configure, so
once I ran this first before the make testdeps and make fixdeps, it worked...

I'm running into the following error when upgrading from 4.06 to 4.08.
All dependencies have been found, but when I run "make upgrade" it errors out

One of two ways:
Create a blank template for that queue with the same name as the global
template. Then RT will just "do nothing" for that queue.
Alternatively, you could enable this widely-used RT extension to disable/enable
templates on a queue level:

Since implementing external auth (LDAP option), RT works as expected for users
within AD, but I've just realized that external users are unable to create
tickets, even with the appropriate "Everybody" permissions set via the web
interface (globally as well as queue-specific).
