A user that needs to be able to logon to an IIS sites need to have to right
to do a "local login". And a local admin has that right and thus it works
fine with a local admin.
Check if the user has this right.

web templates as well, ie add another template. Or click multiple items from the
GUI and then apply new common changes such as alerting methods or new
