No you don't need to restart SA for it.
BUT if you change something in the SETUP and test it right away don't forget
to APPLY the changes.

Why not just look at another "normal" server and turn all the services back
on that are not running on your webserver? You can then harden the security
bit by bit until you get to the point of achieving a satisfactory balance
between security and ability to monitor.

Could you not do what you want with dependencies? Have the base services alert admins and then have database services depend on the base that alert DBA's.

I think that Netbios uses the server/workstation/net logon/TCP/IP NetBios

The service is defintly running... On my webserver, I accidentally turned
off too many services because someone hacked into my system. The webserver
and mysql is running correctly, but servers alive does not see it.
