I have seen this with RedHat 8.0 the other day
try adding users with
#] smbadduser :
whereas Linux and Win Username are usually the same...
if this did not work, I had a blank file /etc/samba/smbpasswd created
and used the above command again.

basic concept is always - IMHO - to run rather the task on your Linux box
and share whatever Resource from Windows Machines within your Linux
filesystem (i.e. to store data, proceed information etc.

have you considered your bug being a PHP matter?!
with my experience with Perl and PHP handling ASCI files is sometimes
tricking in the matter of processing Carriage Returns and Line Feeds.
maybe it is an idea to check if the lines in your /tmp/passwd.txt contain
any of these Characters?

consider the GenericPostscriptDriver from Adobe, can be downloaded for free
at their website, it even runs pretty flawlessly printing Postscript on
Non-Postscript printers (HPs PCL Laserwriters) by foomatic gs_wrapper.
