This will ship the full tzdata zone list. I will recommend bind
mounting the zoneinfo from the host to ensure all files are updated, but
this provides a suitable fallback.

The first problem appears to be one of packaging. The systemd unit file
for docker-1.13.1-96.gitb
We are using the one from docker-ce-stable on the main grid clusters at
Fermilab. All our jobs run inside these containers. Didn't know the sl-extra
ones even were out there.

/usr/lib/systemd/system/docker.service in the new version. It was not in the
old version.

In what package is the file provided ?
docker rpm should require that package.
