I've done a lot of outsourcing & managing of remote resources. Some thoughts
- might be useful, might not.
- +1 for Bart's pointer to odesk.Sitepoint, Rentacoder & elance are also
other sources. Each has their own strength & weaknesses
- For follow the sun type support, Europ

I have no experience with hiring overseas staff... but why not use
http://www.oDesk.com and take all the pain and overhead out of it? This has
worked really well for us.
