It has become so confusing and detailed that we can believe it says
things it doesn't.
Unfortunately, when even IT doesn't understand what it's saying, a few
details can get steam rollered.
At any rate EIS /CS falls into the cracks in the FDA sidewalk and they have
defined the parameters
Our government has become so large and powerful that it can do whatever it
wants.
And it may be about to get a lot bigger (and therefore more powerful).
