if contact header is optional in REGISTER request then, multiple TO header
can be sent to register multiple contact ?
As per my knowledge, To header should not be multiple then why it has been said
in RFC 3261 that contact header is optional in Register.

The most likely use is when a UA knows only its IP address and not any
DNS name for that address. Then if it wants to register both an IPv4
address and an IPv6 addr

1. Please note that SIP is not limited to telephony application. For
instance, user tries to register SIP address, mail address and phone number
as a contact address in one REGISTER message. In addition, it can not be
used to register multiple devices, only multiple identities of one device.
