What if the Previous REGISTER(expires > 0) lost in the network, and the
REGISTER with expires = 0 might reach the REGISTRAR first in this case
REGISTRAR will not find the active registration, so end up with 4xx response.

Here Re-INVITE is not failing, it has 200 OK but no media. So UAC has no other
option so terminating the call with BYE.

Ideally all the SIP messages should contain one Request-Line. Here we see three
Request-Lines, so it is a bad request and I feel it should be responded with
400 Bad Request. Some entity in the n/w might be manipulating the SIP message
to contain multiple request lines.
