RTCP is NOT MANDATORY according RFC 3550, thus, an RTCP-less RTP session would be basically compliant to RFC 3550. It all comes down whether your network solution (and RTP entities) requires RTCP-based services which imply the usage of dedicated RTCP report types, packet types. -albrecht
