7.1.8.1.1 Specific syntax for H.248 text encoding
When text encoding the protocol, the descriptors consist of session
descriptions as defined in SDP (RFC 2327). In session descriptions sent from
the MG to the MGC, the SDP must comply with
RTCP is NOT MANDATORY according RFC 3550, thus, an RTCP-less RTP session would
be basically compliant to RFC 3550.
It all comes down whether your network solution (and RTP entities) requires
RTCP-based services which imply the usage of dedicated RTCP report types,
packet types.

Asymmetric media configurations are in general possible.
See SDP Offer/Answer, RFC 3264.
Both directions are independent.
Thus, different media configurations may be negotiated for the two
Offerer-to-Answerer directions.
