No it is not, unless you are trying to do MOH in both locally (internal)
calls and via sipxbridge. If this is the case, you just need to enable it
for sipxbridge and not on the default profile in the phone.
What version sipx and polycom firmware are you using?

Try increasing the number of rings to 2 for detecting caller-id and see if
that makes any difference.
If it doesn't help , chances are there is no caller-id coming in on those
PSTN analog lines.

The easiest way to debug this:
- Enable debug level 5 on AC Gateway.
- Go to Message log screen on the AC GW and then make an inbound call
through Attendant. The message log should show the request sent and response
received which should give enough info to debug this.
