You can use the SOAP API to do this. You'll get little in the way of options,
you can create users,phone and groups, but there is no way yet to say set the
forwarding options for a user through the SOAP API.

I suspect that the problem is that no one else has attempted what you're
trying to do.
That's why I wondered if there might be a better place to ask about that.

There are example scripts that add/remove users.
This is done via SOAP calls to sipXconfig - no direct manipulation of
SQL.
