An update from a couple weeks ago - After a bit of pushing by me, Dialogic
says that they do not currently nor do they plan to support forking which is
the cause of the problem for them. As a result, the gateway cannot handle
multiple phones ringing on one extension nor the way SIPX voice mail ans
Yep - I believe it is a Dialogic bug. Another good piece of evidence is
that the log from the gateway shows an internal_error. You might think that
is enough to convince them but apparently not necessarily.
We have gotten Audiocodes gateways to work. The problem we were attempting

I had this same problem, and Dialogic never was much help. I finally gave up
and am just using the our Dialogic gateway as a voice mail gateway into an
asterisk cluster. Please let me know if you find a fix!

Without a call trace it's hard to tell, normally I think that maybe the
DIALOGIC has a problem with REFER or hasn't been told explicitly how to handle
it. I've seen that with gateways.
