Hi Paul,
I’m on Big Sur and I’ve just resized Mail’s main window, Quit and relaunched
and the window size was retained. I did the same with two folders in Finder and
both re-opened at their set sizes when I next opened them.
Hope that’s of some use.

Checking on the Apple Support pages i cannot find a solution. It seems that you
can no longer change the size of a window so that it always opens to the size
you left it at when you closed it. Unless you know different.
This is so annoying, I waste so much time expanding new windows to the size
