Looking through my copies of plans and instructions for the Cirrus, the CG should be 3 5/64" to 3 35/64"aft of the leading edge. I have always figured this was measured close to the root of the wing. I see no mention of control throws anywhere. The instructions it seems assume you are using Graupn
