Another minor point is that the model flys in the same air as the full scale plane. However, RE#'s are not a linear quantity. Thus, the model will usually be subjected to aerodynamic penalties which the full scale is not. (this is the main reason for the saying bigger flys better less penalties)

What are the tolerances for calling something scale? As much as it would be nice to have a reasonable standard for this, or 'tolerances' as you say, I'm pretty sure the real answer is that there is none. It's more of a what-can-we-get-away-with while-making-the-various-compromises kind of
