For hinges try Scotch #600, available at Office Max, etc. This stuff is on large rolls and comes 3 to a box @ ~ $12. Get a dispenser while you're at it. This stuff is really good for all-around use and is certainly cheap enough. A three roll box will last a really long time. I've used a lot

Using two very thin CF rods might do the trick - tape one to the fin and one to the rudder and use thread, tape or similar for the hinge. Best hinge is a strip of Solartex on both sides and then you sew the two layers together in the middle as the hinge line! Might be able to do it without the
