Even if you cut the interest, it looks like the camera uses an imaginary
interest to reorient itself (when u hit 'f' for instance) and behaves the same
as a cam with interest.
I think what is needed is an option like 'interest follows camera
What happens if you change the near plane clipping to a smaller value in
the camera properties panel? I think that way you can zoom in closer to an
object/element than before. Although it still doesn't get rid of the
limit, per se.
I've always wondered about that too. Seems odd and maybe should be added
to the small annoying things list.
