retroactively setting "Fix Version" for past builds?

I'm noticing that there's 172 issues that are resolved as "Fixed" (ie: not Incomplete, Duplicate, or Won't Fix) but don't have a "Fix Version" listed. For completeness it seems like we should try to be more diligent about filing that in as we resolve bugs; if someone using an older version
