Hmmm, are you sure you didn't turn on support for the speedtouch modem
in the kernel? If you did then turn it off!

It looks like you (or the Mandrake installer) installed the kernel mode
drivers. When you plug the modem in the speedtch module is now
automatically loaded. This conflicts with the user space drivers -
modem_run included.
If you want to stop this from happening so that you can use the user

I am happy to say that a script written by Mr Steve Parker
(www.steve-parker.org) has wonderfully connected my Mandrake 9 using
speedtouch USB.
His script includes lot of flexibility like adding new values for
different ISPs.

I have installed (make && make install) speedtouch-1.5.tar.gz package.
And compiled mgmt.o file. When i launch :
