I don't know of any runout specifications, but if it's binding, that's excessive.
You say it's got a wobble in one section only. To me that means either the rotor is
warped, or it was installed incorrectly onto the hub. If it were my car, I'd remove
the hub and then remove the rotor from the h
flat.
You must have one if you checked the run out that close.

side rotor was not turning freely.
