If you want something that is Windows based like you describe, why not use
Java to build a Swing GUI? Delphi and Pascal are a little antiquated so if
you need to revise you may have a problem finding

on this tool for some time now,
frankly because I initially created it to cover my own needs, and I havent had
any new needs lately :)
In any case, since I see that people still use it, and some even like it, I am

obvious substitutions.
