In LMS 7.9 it will open, start the stream as AAC then stop after about 3
seconds. (This is true whether on a linux 7.9 or a windows 7.9, all
updated as of Feb 1, 2017)
Anything in server.log when this happens?

running the latest nightly build when I was prompted to upgrade every
day - is there a "stable" version?).
There's no officially declared stable version. If you don't like the
updates, disable the update check in Settings/
So your changes to "Commands.pm" and "SqueezeNetwork.pm" have done their
job

I am confused as to what you are trying to do here.
Firstly LMS will never be able to access via the DynDNS url as that will
be pointing to your external IP.
Why would you want LMS to access files locally (i.e. on the same
internal network) via URL ? I can't see any reason but you must have
one.
I am trying to summarize:
- My music library is full of folders with FLAC files that have mixed
FLAC and ID3vx tags (my fault).
- Mixture of FLAC and ID3vx tags is not standard and therefore not
entirely supported by some players.
- LMS tries to read the picture embedded as tag and fails in scali
Almost certainly to do with Windows 10 elevated privileges.
YOU can see K:\ but the user that the server is running as can't.
You either need to force LMS to run with your credentials or make the
share available to the system.
The first thing to try is a UNC path as that is not user specific
