Same problem with my new install of Windows 10 x64 and LMS 8.3, 8.2 and
8.1. Reverting the Locale to not use the beta UTF setting fixed the LMS
problem. Here is what windows reports (see below). Big thank you to
@bstrulo for finding this problem!

Q. Is there a way to exclude files or folders from a library scan?
I use Goodsync to one-way synchronize my music library on my computer
(donor) to the file server used by LMS (recipient). Goodsync places
"_gssync_" on the recipient file server. This (GSSYNC) contains deleted
or moved files that
the setup I described is in the basement. The music room is one floor up
on the main level. The RME analog output x 4 is via balanced cable to
mono amps beside the speakers; the subs are powered, also from balanced
connections from the RME. Two more NUCs are in other rooms with amps and
speakers
If it is a cross-over or digital room correction you wish to achieve, it
is possible. I run LMS (player and server) on a NUC and send the USB
digital audio output to an RME Fireface UFX+ "sound card". This is
connected to a windows computer running AcourateConvolver, and outputs
to a 2+2 Mains+St
