The 'notindexed' parameter only was introduced in September 2018 - half
a year after your LMS was built... Did you downgrade your LMS without
wiping the database?
Well, being I am not sure how to wipe the database , the answer would

Update from my previous post. Cleaned up a few files, and my scan
proceeds further but still fails . Apparently there have been some
scanner acceptance changes between 7.9.0 and 7.9.1 . please see the last
lines of scanner log with debug on. This is running on MAX2PLAY 2.50

Please run a full scan with logging for the scanner set to DEBUG (see
dropdown at the top of Settings/Advanced/Logging).
