do you see the m= line for fax in the INVITE sent to Asterisk, something
like:
m=image ... udptl t38
Maybe you can share incoming and outgoing INVITE for the fax call that
doesn't work.

nat_uac_test(...) is allowed in the reply route block. The error is not
about using the function in an invalid route block, but that the
function is not found by name and 1 parameter.
Were there other error messages before the one you pasted in your message?

there seems to be something wrong in your config with loading the
nathelper module, can you check if you have proper #!ifdef ... #!endif
blocks?
Try to run it with debug=3 and see if you can spot more hints via the
DEBUG messages printed in the logs...

I have a problem with initializing acc_json. As soon as I try to load
acc_json module, Kamailio fails to start. I get the following messages

This turned out to be unrelated to Kamailio itself in our case.
The problem was that the systemd-journald of the systemd version shipped with
Debian stretch was sometimes eating up our CPU time on a single-core VM.
After upgrading to systemd from stretch-backports we no longer had any issues.

Thanks for your reply.
I had tried the mo.cfg and try to comments the lines in ims_mod.c that not
allow send AAR for a request(INVITE), it not works.
Our request is when kamailio receive 200OK for INNVITE, it will send AAR for
term and AAR for origin to setup the gate sessions.
