I am new here so excuse me if the issue has been already discussed. I
am using Struts1.0.2
I have a probelm with the way the struts handles the multipart message
when the multipart request contains non-ISO-8859-1 characterset (or its
subset like US-ASCII).

Do people still use Tomcat 3.2? It's not like they have to pay to upgrade
to 4.1.12. Maybe this isn't such a big deal.

containers, we support specifications. In practice, we sometimes
make allowances for certain containers, so long as they are not
too far out of spec. In the past, Struts has generated a few
