And what is the best guess for the number of steps? is 100 fine or is too

yes this is exactly the method to use. If it returns a number > 0, then
there are still vehicles to be expected.

I am not an expert, but I am afraid there is no such coupling. There is
however the iTetris project which couples ns3 to sumo, see
http://www.ict-itetris.eu/. This is currently being adapted to be used
with sumo 1.0.
