this bug has never been reported before and does not show up in our tests.
A possible reason for your observation could be that the road is saturated
and not all vehicles can be inserted at the desired time. You can check
this by right-clicking on vehicles from the flow that are inserted aft

in the previous releases of SUMO, in the route file, for example, if i create
such a flow definition :
it produces vehicles with a probability with 0.02 but this is not ended at time
900. It also continues to create vehicles
after 900th second.
