After I listed the pf rules using pfctl -s rules. And it
showed a strange rule that redirects all radius and radacct ports to 19000 19001
ports at 127.0.0.1 ...

I know for a fact that Captive Portal is working in this version, I
spent 3+ hours fixing and testing it. Please double check you're
settings and follow the tutorial found on our site because it really
does work.
