What version of Pidgin are you running, and with what services/protocols?
If you're running 2.10.10 or earlier, and are using an MSN Messenger

I have this Plugin enabled but can't figure out how to use it. I don't see
any options to add notes for buddies.
Right-click on a buddy and select Edit Notes... from the menu.
