The updates are here. You could also do a manual update and save around 24 MB in download size: https://archive.mozilla.org/pub/seamonkey/releases/2.48/update/win32/ I did this once and it wasn't worth it. Just grab the installer and be done with it. 2.48 should be an improvement over 2.46.
