In the US, does a co-op structure for a bioD producer exempt it from
regstering with the EPA as a fuel manufacturer?
Corrolary: Can a fleet operator be a co-op member, and not be subject
toPA scrutiny about Tier 1 Health Stu

stored fuel in a freeze free space is an option, but not free.
