My mini-tower computer has two fans, one in the power supply and oneon the cpu (the square chip about 2" X 2" on the motherboard).
The power supply in the pictured project is on top of the oil filled unit,so i wonder...Somewhat surprized it doesn't have an exhaust fan too. Most of those tiny mini's
