The jet stream doesn't lay in a river bed like water. It undulates constantly and has seasonal migration. Nor is it pretty much everywhere. Pilots know and use this knowledge.

Tidal power would slow the earth's rotation a little faster than it is
slowing anyway from friction - probably not a big
Wind farms work in the 100 meters closest to the earth. Due to interaction with the ground it is relatively low energy compared to 1km and higher above the ground. In other words it is in the noise in terms of measurement. If you are worried about windturbines then you should worry about shelterbel
