I have embeded gif images in my SVG file (test.svg) using following
steps which works perfectly when i open svg file in IE.
But if i embed this SVG file in another html file and try to open it
in explorer then the gif images are not rendered.

I ran into the same problems. Unfortunately this issue isn't specified in SVG.
As a
temporary workaround until this is solved, I recommend placing invisible
rectangles as a
"mask" above the main map. These rectangles can have a fill and stroke of none
and a
pointer-events attribute
