This is surely an artifact of the http://en.wikipedia.org/wiki/Bi-directional_text bidirectional algorithm in ICU. Strongs numbers are LtR, Hebrew is RtL. Because the LtR text separates the Hebrew words (by the very nature of Strongs), the result is the unexpected change in underlying RtL word
