Same in France, fuel stations have to display new naming (and most do),
but old names "SP95", "SP95-E10", "SP98" and "Diesel" are still shown
and will stay for many years at least.

Regarding Simple Indoor Tagging scheme :
"indoor=level is optional and not intended for rendering purposes, but
for having a place to add additional information like a floor name"
So according to wiki,
/consumers don't need to stick to level
definition which doesn't make regarding operator naming, they can set
level:ref according to what they are used to see. And we keep the level
definition which makes more sense for tools.
