However, I have to admit that I've always just put tactile_paving on the steps-way. ID has this also so in its preset.

I think either is acceptable.
For simple situations when the way represents the whole staircase adding
the tag to the way seems sensible.
If the stairs are made of multiple ways, then tagging the nodes is the only
accurate solution.
