Currently the wiki states that man_made=works is a tag for buildings, while

IMHO the building should be included. There's no problem in tagging all areas
that are industrially used with landuse=industrial,

the building tag describes a (single) building and its typology while
man_made=works is about a production plant with possibly lots of buildings
and open areas, infrastructure
A building=factory can also have amenity=restaurant if a restaurant is
using an old factory building.
I agree with the starting proposal to make man_made=works not neccesarily a
building.
