Why does Windows Live Mail refuse to send my message, even though I have a
legitimate contact category in the “To” field? I know the number of contacts
in the list is not too high because sometimes, it works. I have checked to be
sure no stray characters have gotten in. I am using Windows 7.

I don't know if this will help, but try the following:
Open Windows Explorer
Go to tools, folder options
shift tab to general and right arrow to view
tab until you get to advanced
Press the letter u to check or unckeck
selected items. You want this off.
