thanks Jon, I think I have figured it out. It looks like the outer polygon needs to be drawn clockwise while the inner drawn anti-clockwise. I'm waiting for a tile to render to confirm this. This does get a mention in the notes in the relation Wiki page, but seems to be required for OSMARende
