The best way to do this is to use a GIS application to display the data over the map tiles (or a different rendering of OSM data) and export/print an image or simply screenshot it. Have a look at Viking (http://viking.sf.net/). This is a lightweight application designed for displaying and editing

[OSM-talk] OSM into OOo document

I've been working on getting points mapped and shown on an image in an openoffice document. I'm asking with the list to see if I can get some ideas or if this is already done somewhere, perhaps I can avoid reinventing the wheel. Basically I'm using the method described here
