There's also the open source SquirrelMail (squirrelmail.org). Haven't tried it.

access the layer through JOSM, but since I can access the slippy map, that's
almost as good. Plus, the JOSM imagery layers all display fine on my home
computer. I'm moving on.

I am not familiar with OAuth. If I upload data using JOSM from different
computers but using the same OSM account, should I use the same access token
key and access token secret on both computers?

I'm planning to import all the addressed buildings in Indianapolis into OSM.
Others have done similar things in other places. I have an advantage, in
that I have access to Indianapolis' GIS data, so the building outlines are
already created. The addresses are attached to the buildings too. So I
these ways from OSM and then import them into OHM? Or is there a better way
or some other solution?
