Even though the requirement is there, I would probably mark it as
inaccessible.
Funnily enough, someone at a recent OSM East Mids meetup mentioned
exactly that sort of issue -
Seattle has the same requirement that buses and bus stops be wheelchair
accessible. However, on some of the bus stops on steep streets, the ramp
(not sure exactly what's its call) that extends out from the bus, hits the
pavement on one side, but the other end is extended off the pavement which
I did mean to say 'in the UK'.

This very much depends on the jurisdiction.
Please remember that this is a global mailing list.

Unfortunately the law in different countries is not the same. Locally it
is not a legal requirement but the province gives partial funding to
accessible buses.

As far as I am aware, all bus routes have to be wheelchair accessible by law.
They certainly all use low floor kneeling buses locally.

If you look at wheelchair.org then zoom into an Ottawa bus stop it flags to
ask the question is it wheelchair accessible?
Perhaps that is the answer. Tag all the OC transpo bus stops wheelchair
accessible?
