I'm wondering at this point in time if the Dept. of Fair Trading in
NSW made it intentionally difficult to do your own association rules,
they don't provide a .doc version of their model rules, just a pdf
file.
I'm doing up a google doc version of their file, let me know if you
want edit rights
3971 is a similar size, and also hasn't been imported so it might pose
similar problems.

The issue is more one of how the current static image gets there. I can't
see any tag in the page itself that would render it.
The wiki has tags for static and slippy maps. The current image is only for
the inner city and it is very out of date.
